Gens 3,5, and 6 are the only ones where all three starters evolve at the same levels. Bulbasaur is 16-32, Chikorita is 16-32, Cyndaquil is 14-36, Totodile is 18-30, Turtwig is 18-32, and Chimchar is 14-36.

I thought it was neat way to make the starters a little more distinct. One line evolves sooner, but has a later third evolution level, as well as the opposite.

Looks like Gen 2 and 4 follow the same exact "formula", as does Gens 3, 5, and 6. Really, the only weird one is Bulbasaur.

Gens 4 and 2 do not have the same formula, as shown above. Only 3, 5, and 6 have any "formula". Also, in some gens the starters have different BSTs.
