It had Knock Off listed there for the longest fucking time until XY came out and people realized it couldn't actually learn Knock Off. Even to the point where they put it on Showdown despite it being wrong. Go google some old dicussions about it if you don't believe me, Serebii dicksucker.

The only use I've found for Blastoise is maison triples. Tailwind + matblock turn 1, then spam full powered water spouts.

If it got calm mind it could make a decent crocune.

The third option sounds best. Either that, or Pulse moves also recover Blastoise's health by half the damage dealt.

The goal, I feel, should make Mega Blastoise a good balance mon. Mega Charizard is impeccable on both offensive fronts, Mega Venusaur walls over half the Pokedex hard, so Mega Blastoise should be somewhere in the middle but not to be taken lightly.

That's the direction I thought it should have gone in, in the first place. The design change from 2 guns to 2 guns + 1 big gun seemed so silly. I would've liked the 2 guns to be bigger and more warped, and capable of changing directions and shit. That could've given it a speed bonus too. I dunno about Hurricane stylistically, but they could've made it work since they made Dragon Pulse and Aura Sphere work.
