It would make more sense. They were likely designed with that idea in mind then switched for whatever reason later during development.

Venomoth and Caterpie don't look similar at all.

Venonat as a Pokemon should be completely removed. Gnats do not become butterflies.

Venomoth ends up quite close to the butterfree line, so they were probably just in a similar design space when trying to make the evolution to a 'mon finalized a while ago.

But it's pretty strong evidence the butterfree line was all designed together.
