You wouldn't want a Steel type just for muh Gyro Ball. Has already Recover for SR, Toxic will be your last problem with that typing.
Loses every current niche and opportunity to take Close Combat and Superpower, especially when usually those cannot even 2HKO, Fighting is an extremely coverage move on both physical and special side, so is Fire type that doesn't even require special attack investment on some Pokemon, if Skarmory already goes down in max 2 hits Avalugg will fall even faster.
Plus it will be still walled by bulky water types as always and as if it wasn't enough will also suffer from SD and Choiced Earthquake users, things it can normally check and counter.
It does already take any Rock Slide and Stone Edge with Power Gem and Ancient Power having barely no usage.
As for Toxic, whoever does run Avalugg usually ends with a balanced or stall team, both carry clerics.
