I don't get how you don't think a non-specific move like "play rough" (literally just playing too rough, any animal can do that) doesn't make sense. Not only does it make sense thematically/flavor-wise, it's a good defense against other dragons.

What IS out there is the RSE Regis only knowing Explosion by level up until level 9.

I think it's the "Rhydon" treatment, he could learn all the special TMs since gen I so they share the same trait, maybe it's the dinosaur appearance, I don't know. Or maybe they inherit some egg moves from it.
