This isn't that good of a hypothetical because that 10% chance is going to be any tipping point for whether or not something runs earthquake. It's already a VERY good move that gets ran if it can more often than not, 'cept when fighting coverage makes it redundant.
The only real change has already been mentioned, which is sheer force users of it would be better.

Yes, but it activates sheer force, and most sheer force users are physical attackers with a low pool of moves to choose from, so this would make life orb sheer force earthquakes do crazy damage
