That was in PMD 1, in PMD 2 every Pokemon have a portrait pic, although not every Pokemon have reaction portraits.

Spike Chunsoft makes all of the Mystery Dungeon games, and they own the series. Other companies just allow them to use their franchises for the cross-overs.
