My little brother is going to soft-reset for an Entei. Obviously he's not going to have Extremespeed, and therefore is not limited to Adamant.

What sort of set would you suggest?

it doesn't since sacred fire + 100 base speed + scarf is pretty good

Probably this. IVs in HP, Attack and Speed, EVs in Attack and either Speed or HP. You might be able to get away with an adamant nature, 150 effective base speed is nothing to sneeze at. What format are you planning on using it in, Battle Spot Singles?

If I'm remembering right and Choice Scarf takes your final speed total and adds 50%, both Jolly and speed EVs seems total overkill to me. Even with an Adamant nature and speed EVs you'll have effectively almost 450 speed, where for example Mega Beedrill has 389. I'd personally stick to Adamant if you're going to use a scarf.

There's also SunnyBeam Entei, with Sacred Fire/Solarbeam/Stone Edge/Sunny Day and a Naive nature

I would still go with Adamant for Scarf set because 115 base attack without boosting item is kinda underwhelming. For Life Orb/Choice Band set Jolly seems a little better.

Sacred Fire/Stone Edge/Bulldoze/Iron Head is one of the possible movesets for it. Will-O-Wisp is not bad for bulky Entei. I once tried to experiment with Flame Charge and it wasn't helpful (except for maybe two/three fights).

I love Entei. Bulky variant with Extremespeed is extremely fun to use.
