I give little to no shits about catching a legit shiny pokémon, and some of them are impossible to catch shiny

Action Replay's won't do shit for XY/ORAS.

Basically your options are:
1: Find and buy an 3DS that still has old firmware on it. Use that 3DS to inject pokemon with the browser exploit (the QR codes).

2: Import a japanese copy of the game. Then use a cybergadget save editor (also imported from Japan) to edit the pokemon onto the japanese cartridge. If you don't have a save with a pokedex on the cartridge, then you'll need a japanese 3ds to play the game until you get the pokedex.

I presume both of those options are beyond your budget.

For something cheaper, you can use a Datel Powersaves (you can probably find this at your local Walmart, Target, and gamestop). You can't fully gen a pokemon from scratch, but you can edit the IVs/EVs/nature/shininess of a preexisting pokemon.
