That is the biggest problem with Pokemon. That stats are relatively down to Earth and a lot of things are too fragile for drawn-out battles like you would see in RPGs like Digimon Worlds 1 and 3, White Knight Chronicles, etc. The short duration really irks me. So here's what I propose as a solution to spice up the boss battles (legendary encounters).
Similar to the first encounter with Kyurem-B/W in BW2, you cannot capture the legendary in your first encounter with it, you have to defeat it in battle. Except its stats are way fuck crazy high and it comes in a mob spawn with 4 relevant high-powered mons, but you get to use every single mon on your team.
