Primal Groudon is the omega, and represents an immediate and terminal threat to ALL life on Pokearth. Desolate Land does a damn good job of representing that because without water, everything dies. It's also a logical upgrade to Drought, which halves the power of Water-type moves.
Meanwhile, making Primordial Sea affect Ground-type moves makes no sense whatsoever. Underwater Earthquakes happen all the time and can cause plenty of destruction. Just ask Japan.
Besides, most cover pairs are unbalanced.
