Never played thru hoenn before so beginner question: is spheal to late in the game to make it viable for a first playthru/ league run?

Yeah, unfortunately. It's only found in Shoal Cave which is well past the 6th gym.

You can get it before the 6th badge if you really want, as all you need is surf to get to shoal cave. I think they're around level 35 so its not bad at all.
