Probably so. It's also implied that Archie met Jirachi in AS, so maybe Hoopla could tie them together somehow

In AS, in the Aqua Hideout, Archie has a picture of him and Shelly in his room, and there's a description of a Pokémon that is very very similar to Jirachi.

There's a photo in Shelly's room in the hideout that implies both she and Archie met Jirachi in the past as children. The same spot in OR is just a computer with some flavor text.
