The EV system (255) fucked up everything.
A Jolteon in gen 3 will always be inferior to a Jolteon in gen 2. In gen 3 and beyond, each Pokemon needs to be minmaxed. In gen 1/2 you don't need to "EV train" or bullshit like that, you can actually, you know, focus on having fun.
Pokemon in gen 1/2 are capable of reaching max stat. The IV range is also 15 instead of 31.
