They carry out conversations, convey complicated plans and then act on them in a group. They have personalities (even more so nowadays) and form cliques to bully and feel remorse and all kinds of shit.
Maybe the more animalian like Rattata or Pidgey would be abusive on the side of the human, but those are exceptions that prove the rule of Pokemon Intelligence.
Think about Pikachu's Vacation and realize how ridiculously humanlike Pokemon are in behavior and thought.
