Here's what I'd imagine they are:
1. Take a real life animal or creature. Give it a fantasy design, but keep it simple.
2. Small palettes and simple patterns work well.
3. Make sure the theme or general idea are obvious. You want people to know what it's supposed to be.
4. Don't overdesign it. Simplicity is the key- this is done in mind so children can recognize and draw their favorite Pokemon.
5. Learn the styles of the Pokemon designers. This will make yours more accurate.
