The only birds that learn Blizzard are either water or ice types or have some sort of explicitly stated powers over storms such s Lugia.

Aside from those, having a generic bird learning Blizzard makes as much sense as a generic fire type learning Hydro Pump.

Blizzards are a type of storm.

And it doesn't change the fact that a generic normal/flying bird learning Blizzard goes against flavor, which is the #1 criteria used for movepools. Exceptions do exist (like Emboar learning Scald which breaks the "fire type must not learn damaging water type move unless it's also a water type like Volcanion" rule) but they're not common enough to even THINK that Pidgeot will ever learn Blizzard.

Kaiju Pokémon learns all sort of dumb moves, Exploud is a Normal-type and Ghastly is able to learn that just because its evos do.

It is the English name for the move ねっぷう (熱風), which literally means "Hot Wind". Which doesn't explain why nearly Flying-type (except those with Water or Ice as their other type gets it). And no, just flapping wings does not cause a hot wind or heat wave.
