Why didn't they just released 4 per gen max.

Legendaries are not special at all.

54 "Legendary" pokemon in all, 39 catchable, 15 "Mythical" (Event-only) pokemon.

Really the catchable "legendary" pokemon shouldn't be considered legendary.

But consider this. Every generation introduces a new trio of legendaries, two or 3 "roaming" legendaries, 2 or 3 stationary legendaries and 2 or 3 event-only pokemon.

How "legendary" are these things?

They are still literally considered legendaries. Which is bullshit. Legendary is not something special anymore.

seriously the fuck is wrong with gamefreak. there is entirely too many regular pokemon in the pokedex. we need more legends

Only 7% of all Pokemon are legendary. That may sound like a lot, but that means that 93% of Pokemon aren't legendary.

There's many of them, but there's generally only one of each, and most games only have a small amount of them.

Outside a few situations, like only looking Gen IV Pokemon (14% legendaries), the whole "There's too many legendaries, they're not even special anymore" complaint is bullshit.
