Ice is already one of those that are SE on the biggest amount of types, while Dragon does jack shit besides hitting itself in confusion.
Additionally my personal "logic" behind Dragon>Wind is:

>ShiftryThis was the most problematic one, sicne it HAS to be on there ebing based on tengu, but can't lose either of it's types... but in the end I figured, even the leaves it has serve as fans to whip up strong winds, plus there are other cases of Pokemon having plant-features on them and learning several Grass moves but not actually being a Grass type themselves (Florges)
It still evolves with LEAF stone though, so there is that...but nothing says Leaf Stone requires Grass type. If Helioptile evolves with Sun stone, more radical use is plausible too.
