If Pokemon had changed genres between RBGY and GSC, it would have both (1) alienated the audience it had built with the first game and (2) not appealed to the audience of the second game because they simply didn't bother with what they thought was a monster collecting RPG, even if it had become a platformer. Changing genres again would cause even more problems down the line.
The non-main series Pokemon games having a different design focus is fine; great, even. They allow Pokemon to explore new themes and ideas. But a long-running series needs stability, because without that stability it won't pick up the audience it needs to become long-running for very long.
