In the other regions you get a bit late into the E4, the champs have been champs for a while, specially in Black and White 1, but since you and N defeated Alder and the MC of the game and N were also lost somewhere out there, I guess Alder wanted to retire and he took the chance, while he was out, Iris defeated the E4 and remained Champ.
Head cannon but I guess this makes sense, maybe in Kanto the previous champion recently retired (Prof. Oak, maybe?) so instead of finding a new one, the E4 just has to do their job until someone arrives.
Maybe there is a way for an E4 member/gym leader to become champion as long as they find a replacement for their previous job, that's how the fucker Wallace in Emerald became champ, Steven might have been defeated or just went the fuck out the league and then Wallace defeated the E4, seizing the chance of them not having a champion.
Seems like being a champion is not mandatory, and you can either defend your title forever or just leave whenever you want with no consequences.
