Let's be honest here, what is taking so long? I mean really.
You make a route, you tile it, and then you sprinkle some trainers around and add in the wild encounters. Maybe add a scripted scene here and there.
Is there even an ETA at this point? Because if I had to take a wild guess, then I'd bet that 2-3 years extra is the bare minimum it would take before this thing has 8 gyms in it at the speed you guys are going, which is embarrassing.

Because the new Touhou Puppet Dance Performance is a Pokemon fangame that has its own engine, new moves, new types, new sprites, new map, new everything with an amazingly complex breeding system as well as excellent balance AND online battle capable was created in under 2 years.
