The bans from months ago against people using roms with public headers would give error 001-102 when trying to do anything online other than using the browser os eShop. That error can also mean your connection is having trouble with some important ports, often when you're accessing on a college or something.
Also the banned people were unbanned in 15 days, from what I heard Nintendo was having trouble with innocent people getting banned (the ones whose legit carts were dumped) and they never banned again.
