Because there are a number of factors:
1. lack of a mainline game makes this board somewhat in a stasis
2. trolls, we have a number of people here just baiting and starting shit to get responses, not even counting goodrafag:
anthro art poster
porn dumps
lucario poster
Various spams of a random pokemon (2 nights ago was Mega-blastoise)
Various memes in the attempt to keep something going

With those repeating trends it leads to people thinking NSFW can be posted freely sometimes since they do it all the time and keep coming back.

3. Fucking assholes:
Tails poster and his most recent comic to spam on threads he doesn't like
The Decency Cock-suckers who do nothing but be tails poster but far more annoying. (I anticipate they'll respond to this post too but to whom it may concern, fuck you)
Porn posters

Those 3 usually seem to try to "clean" the board but in the end all they do is annoy everyone, even non-furfags and then make this board as stale/dead as possible.

4. Frog posters
I've never seen so much unneeded pepe for no reason. I can't fucking tell if it's one guy or just spam like goodrafag.

/vp/ is a board that just needs a new main game to get us back on track. Though everytime a good thread comes up, one of those 3 factors kills it.

I mean currently, the Mienshao thread is still good (despite it being an image dump thread) and that was practical waifu bait all over it.
