Most people on this board know jack shit about competitive pokemon, which that in and of itself isn't an issue, but it is when you see most people talk out their asses like they do. Also, you are overestimating the importance of Counters. Golurk isn't/wasn't used, despite being a Terrakion counter, because it's deadweight outside of that task. Gliscor, on the other hand, is multi-functional, and can have the effect of being a counter with proper play. Being a Counter doesn't automatically make a pokemon good. It's just a +1 in a potential sea of +1's.
That being said, your example is a good one to illustrate counter vs check in terms of realistic usage, but I think that comes down to the fact that individual Pokemon have a huge amount of versatility technically speaking, but only end up using a handful of sets that are good/used reasonable commonly at all.
In your example, Rock Gem isn't a common item whatsoever for Terrakion, even if it does technically religate Gliscor to a check.
For this, the best we could do is create sub categories for each. "True Counter/Check" and "Functional Counter/Check", with the former being a Counter/Check under any circumstance (Dialga countering Magikarp, for an extreme example), while the latter being one that serves the purpose in 99% of the current meta match ups you see (basically in any case where it's used bar versing that one kid down the street who counter teams you with shit that only works in that one specific scenario, and eats shit elsewhere. ie; verlisify)
However, this is only useful in a discussion where everyone knows the terminology to begin with, and have a good understanding of the metagame and meta in general.. ie; not /vp/.
