Ruby and Sapphire were released with Pokemon in their original intended order. Chimecho is a mythical Pokemon. Gardevoir is a pseudo. Wailord is next to his OTP.

How would things be different?

i'm pretty sure that's just the order they were programmed into the game. So it might just indicate some pokemon were designed later than others.
