Scizor got an entirely new type, a stat rearrangement and several new moves.

Rhyperior is just an almost identical Rhydon with a tiny BST boost and solid rock (and eviolite Rhydon still tanks hits better than rhyperior even without solid rock).

Solid rock let's it take super effective hits better, can use leftovers recovery, and hits a lot harder.

Don't get me wrong though, rhydon is good in its own tier and is a great lightning rod poke min for doubles.

Abilities: lightning rod, rock head, and reckless. Rhyhorn and rhydon are now the pokemon with solid rock, meaning you can have solid rock and eviolite simultaneously. Rhyperiof learns head smash, rhyhorn and Rhydon do not. This solidifies the offensive/defensive dichotomy between the two evos.
