Why both Green from manga and Gary in anime have that cloaked outfit?

Makes me wonder if they originally wanted to give him third alternate outfit in game

What always struck me as odd was that in Firered/Leafgreen when your rival gives you the famechecker he says something along the lines of "It's perfect for a chatterbox like you!" which kinda implies that Red is actually quite talkative. Also I doubt that game Green would be the kind of person to befriend a mute.
