Yo, I accidentally hatched one of these cool guys today when I was trying to breed Toxic Spikes onto a Koffing. It's bold, 5IV, but it's missing Sp.A, with only 15-16 IVs.

If it could learn Foul Play I'd be set, but are there any other options for me to run on this? I'm kind if resigned to it being Taunt bait, but I usually only play against scrubs anyway so it's not too big a deal.

Is Toxic Spikes its only egg move? You might have to settle for utility wall set if it doesn't have Nasty Plot. Also, Taunt isn't that big of an issue since it's designed for dealing with Physical Attackers, especially those who use abilities for extra damage, and those rarely use Taunt.

I would go with >>24544760's suggestion then, running at least WoW and Knock Off, with whatever other support options you feel you need. It also gets Pain Split as a tutor in ORAS for some recovery+damage.

Hex is another option to consider if you're running will o wisp or Toxic spikes or any other status effect move. Cofagrigus is best as a defensive utility Mon but there's always other gimmicks to try out too.

My set that i run is toxic spikes, curse, protect, and pain split. It phases and lands pain splits for curse recovery and can force status ailment. Plus throwing him in on a physical attacker with an attack stat boosting ability can function as a phaser alone, not to mention spin blocking nature.
