Snivy didn't need to evolve because she was already strong when she got captured.

Plus, a snooty stuck-up Snivy still has a cuteness factor. As a Serperior, the cuteness factor is lost.

The fact that they evolved his Tepig instead of Snivy or Oshawott was just inexcusable. Tepig was the weakest of his Unvoa starters and probably was still weaker then the other 2 when it evolved.

He didn't need too. They were beasts without evolving. Bulbasaur was able to battle Meganium to a draw and defeat a Duskclops that beat Charizard.
