If you want good ports of newer gen pokemon to gen 3 with fluid animations like me, try out pokemon altair and sirius (they're japanese but there's an english patch for them floating around; there's oc and not all of it is bearable")
It's been so long since I last played a ROMHack but I remember both liquid crystal and shiny gold being at the top for GBA remakes, and crystal dust being in development. The worst thing about LC is the self-insert oc which makes it painful.
Are gen 4 ROMHacks more than text edits or not?

Most of them are text edits and also changes to pokemon leveling and distribution. I hear Light Platinum DS has some actually new maps, though.

i'm playing resolute right now, great selection of mons, I had honeedge, fletchtinde, floette, boldore, and malamar/bisharp before the fourth gym

but the writing is just so bad. not only is it terrible fan writing, but the translation is horrible. bad pacing too
