CC is all it really needs to be worth a damn. Mach Punch, EQ and/or Ice Punch would make it Primal Groudon tier.

Dragon Dance or Shift Gear make it AG. And of course Pure Power would too.

Drain Punch is weak as piss, so you won't recover much anyways, especially in a tier where 3/4 things in S Rank resist it. Low Kick is okay, but the weight thing means Shaymin S, Lati@s, and Ferrothorn take much less damage.

An Ideal set would be CC, Zen Headbutt, Ice Punch/Beam, then either EQ or Bulk Up.
