Pokemon does New Year specials every year, but they're clip shows, movie reruns and such rather than new episodes.The live action Sunday Pokemon shows celebrate stuff like this, as seen in the OP.

They did an episode about a local festival that was basically just Halloween, but any celebration of real life events is apparently off limits so they won't confuse the global audience.
