Last year we had Primal Groudon and Primal Kyogre appear in the teaser, and they were mascots for ORAS but also played little role in the movie.
that being said, the tease for Zygarde in movie 19 could just be a tease of sorts that he (obviously) will be the mascot for the next games, and also play some role in the next movie.
