Part of the problem is it just doesn't have nearly as much going for it as Lucario. Lucario has a BST 15 points higher, a better type for defense and offense, Two STAB types, a far more powerful signature move, better coverage, a far more easily abused Ability (Immunity to flinching doesn't require building a team around it)

Basically everything that went right with Lucario went wrong with Zoroark.

Night Daze should be something like:

>70 BP; base power doubles to 140 if Zoroark is disguised under Illusion
>Using move causes Zoroark's Illusion to wear off

As it stands now, Dark Pulse is better than Night Daze, as it has 100% Accuracy and doesn't kill Zoroark's Illusion.

Illusion should also simulate the same amount of HP of the Pokemon its copying.

Meaning that if Zoroark is at full HP but it's copying a Blissey with its HP at half, the opponent will see a Blissey with half of its HP when Zoroark comes on to the field.

Just using Dark Pulse, or hell, almost any of its viable moves is immediatelly going to give Zoroark away against any half-intelligent opponent because of limited pool of Pokemon it can effectively disguise itself as. However, just getting a single free turn can make a huge difference in outcome (hitting a predicted switchin to Zoroark's disguise or just setting up). Night Daze's 40% accuracy drop chance is also better than Dark Pulse's 20% flinch chance. I'd say Night Daze is almost always a better choice. If you want to talk about bad signature moves, you've got quite a lot in garbage like Luster Purge / Mist Ball, Freeze Shock / Burn, Roar of Time etc.

As a Pokemon, I like that it has a unique gimmick but unfortunately, the gimmick is just that, a gimmick that doesn't provide much in the long run, Illusion needs to be redone properly.
