I just don't agree. With team coverage, early gyms aren't a problem for any starter. The only notably difficult starter is Charmander because of the tedium of raising a Butterfree. For Misty and Surge there's Pikachu, Bellsprout, Oddish, Sandshrew and Diglett (and in Yellow there's Mankey for Brock).

Charmander is weak against the first gym, which is the one that matters most. Your only real options outside of your starter are powerleveling a Caterpie, powerleveling a Nidoran, or throwing NVE attacks at Onix until it dies.

Good luck knowing that Caterpie and Nidoran are the key to beating the gym while playing blind.

keep in mind that in gen 1, brock's pokemon only know tacke/bide (no rock moves), and you can pretty easily whittle them down with ember and growl.

it is the most difficult option, though. you need support for misty, no question
