You don't understand, do you? There's nothing they can do with Ash at this point, he should be a massively skilled trainer, yet he's not. The only aspect of his character they have left is his romantic relationships, which they are fortunately addressing (or seemingly, at least).
Just because BW Ash regressed a fuck load, and XY Ash is back to normal, doesn't mean that XY Ash has "developed". Anyone can tell you that the Pokemon anime has terrible writing, you're being delusional.
