As for Gen I. Golem was slighty faster and could take a resisted special attack if needed, also, it can blow itself out and give you space to a safe switch.
Rhydon on the other hand, hits consistently harder than Golem, and with Body Slam being an TM in that time, it could pick some key paralysis and then finish the opposing Pokémon with either Earthquake or Rock Slide.
Reminder that Rhydon's EQ is the third stronger move in the game in terms of raw power as for Gen I. The first being a triple tie between the stronger elemental attack from the birds, and the second being Mewtwo's Psychic.
