Sure, Sceptile isn't the most popular starter of Gen 3 or in general, but people are too quick to dismiss him. If Sceptile was unpopular, he wouldn't have had screentime in the anime as one of Ash's main Pokémon and in the upcoming XY&Z arc. If Sceptile was unpopular, he wouldn't have gotten a Mega Evolution. If Sceptile was unpopular, he wouldn't have been the only Hoenn starter available in Pokémon Conquest. If Sceptile was unpopular, he wouldn't be one of the most requested Pokémon characters for Sm4sh. You see less people supporting Blaziken for Sm4sh which is surprising considering he's the most popular of the Hoenn starters. Sceptile may not be anywhere near Charizard, Pikachu, or Lucario's level, but he's still a solid and respectable Pokémon in his own right.
