It's just because it helps to complete Machoke image, without the underwear+belt it would be just a muscular humanoid monster, with it he looks like a wrestler.

You shouldn't put that much thought in things like that, Pokémon is a JRPG and it's inspired by Dragon Quest, many DQ monsters and others JRPG has these type of traits.
