These moves suck, though. You'd think Razor Wind is pretty powerful, but it does so little damage.

I do agree on Dragonbreath, Bubblebeam, Zap Cannon and others, though.

sweet scent is learned by tropius, who also gets fly. That's literally all you need.

submission is shit

headbutt is shit when you can use return on everything

The real travesty is the HGSS Move Tutors whose moves never came back, which as far as I know means that only Sucker Punch was left behind.

With a little buff it could be useful with Reckless (read Emboar & maybe Staraptor) still useful fighting coverage otherwise

Useful for flinch chance and being usable as soon as you catch something.
Not the best moves, sure, but better than some of the shit we have for TMs and MTs.
