In the first game Oak warned that it was dangerous to go through grass without a Pokémon.

What happens if a wild Pokémon attack someone who isn't a trainer?

Then doesn't that mean that those outbreaks of wild pokémon are actually a threat?

For gameplay reasons wild pokémon usually level with you, but imagine you are a recently made trainer and suddenly a lv30 Scyther jumped on you. You could get pretty injured.

Okay, so trainers fight against wild pokémon by capturing wild pokémon and training them to combat other wild pokémon.

What would happen if there was a plague of rabbies or something similar?

I don't think we would die, but that's because in our reality we don't depend on Pokémon to defend our lives.

A handgun 9mm should be enough to beat a Pidgey or rookie pokémon, and I don't think a Blastoise could resist a .50 bullet.

We would probably beat them into submission, make farms, start selling pokémon meat and every middle class family would have an Eevee or Meowth.

That's kinda dark desu.
