Why the fuck does accuracy even exist when higher power/potency moves are already balanced by having more/less PP?

If PP doesn't enough of an impact on battles, then just change the system so it does. If PP recharged partially after battles you could make the limits a lot stricter. Imagine only being allowed three fire blasts a game while flamethrower would have five, but fire blast never misses.
