Or perhaps every single pokemon does have his own mega stone but it would be revealed in future games? Which would be fair but stupid.
On the other side, let's say pokemon like Primeape gets a regular evolution in future games. Unless it's caused by this specific region and wouldn't be able to evolve anywhere else( not like Glaceon and Leafeon that are getting places to evolve with each new game...), then it would be quite good explanation why didn't it evolve ever before.
