Well if you take off 90% of their health and you know they're just going to full restore the next turn, it helps to save PP to buff up that turn and then take off 100% the next.

They are useful for speed running. Like for example, when speed running Pokemon Red, you will need a certain amount of X Speed, Accuracy, and Special to out speed and defeat certain pokemon. The accuracy is used for horn drill, speed for Alakazams, and Special for a few different mons.
