The Pokemon that can evolve do so over the course of the story.
It takes place in a world similar to Mystery Dungeon in that it is populated only by Pokemon, and no humans(extinct, mere myth, or simply never existed to begin with).
No anthro, or at least a good compromise between feral and anthro. OP's pic strikes a nice balance.
