Some studios know how to do that, see golden sun among others.
Some have absolutely no idea of how doing that, see 95% of every game that came out after 2000~2005.
The problem is that studios think having more power means their games need zero optimisation, and at the same time that they can do muh graphix.
That's the reason why Gen 6 have shit fps rate.
