A 3rd version allows them to completely flesh out whatever narrative the first pair of games had. Each one does that a little bit differently. I'm willing to bet that Z will introduce elements and ideas that ORAS brought to the table, but thats just speculation.

They rotate every gen.

In Gen 4, the starters and Lucario were everywhere.

Then for Gen 5, those were swapped out for the Unova starters and Zoroark. But Zoroark was a failure, so by popular demand, Lucario came back.

Now we're at Gen 6, and the Gen 6 starters (mostly Greninja) are in the spotlight, Lucario is here to stay, Charizard and Mewtwo have returned, and even previously ignored Pokemon like Mawile are getting attention thanks to their Mega Evolutions.

It amazes me that so many people fail to realize that the games are made to appeal to a demographic as broad as humanly possible. Which means pushing the most famous aspects of the series.
Pokémon has never been about pandering to a small group of "hardcore" otakus. There are plenty of other franchises for that.

All the changes over the years have split these fanbases into multiple factions with radically different opinions, and differing views on where the franchise should go, so different that they might as well be fans of different franchises
