Not at all if you're creative.

HP: 60 -> 60
Attack: 50 -> 50
Defense: 100 -> 130
Sp. Atk: 85 -> 105
Sp. Def: 70 -> 120
Speed: 65 -> 75
Ability: Natural Cure

Poor man's Cresselia, but it ain't weak to Knock Off and can actually switch into status while doing Defog shenanigans. Can also do U-turn to scout.

Might be RU and UU.

That being said, Pelipper's stat distribution is a little too crap to make a good Mega (opportunity's already passed with ORAS), but 530 BST would be salvageable if they do.

I lold.

The only way I can think off to make him interesting in lower tiers is drizzle. Add calm mind and he's even scary. I'd build a team around him any day if i had this.

Bold Nature
- Stockpile
- Roost
- Scald
- Defog

By some miracle if you manage to set up stockpile unharmed you'll become frustrating tanky. Scald's for fishing out those burns. Defog for utility, and yeah it's just a worse Skarmory that can burn things, enjoy.
