At least before ORAS, Aqua/Maga could have been seen as running property schemes.
Aqua owned land inland and wanted it to be waterfront, Magma wanted more land period to buy and develop.

I thing the Magma plan is worse. I mean obviously the Aqua plan is pretty fucking cataclysmic but a giant flood can seed new life and is of some benefit to some of the ocean life I guess.

But the Magma plan in addition to expanding the land by evaporating the sea is going to cook all life on land too and make it impossible for pretty much all forms of life to exists on the planet leaving the earth a barren husk.

Team Magma had a legitimately good idea. Expand land mass, allowing more room for people and most Pokemon to thrive, grow food, make the world even more diverse, etc.

What the fuck was Aqua trying to do? Make more room for some Wingull and Tentacool?

That's not how marine life works. Flooding the oceans would end up killing most of its species including algae and other species at the base of the food chain. The bigger species would suffucate with the lack of oxygen and being burryed under tonnes of extra water. The only thing surviving would be the bacteria.
